State Funding Available for Area Communities, Says Simmons
2/2/2015
HARRISBURG – Rep. Justin Simmons (R-Lehigh/Montgomery/Northampton) is encouraging local governments, businesses and municipal authorities to review the many state grant programs available to support their work to serve area communities.

The grant programs, administered by the Commonwealth Financing Authority (CFA), offer financial support for a variety of environmental initiatives, as well as transportation and alternative energy programs.

“Local leaders should take a look at the many grants that are available and consider the positive impact the funding would have on their communities,” said Simmons. “The grants can be used to address a wide range of environmental concerns, enhance recreational opportunities, and advance the development of clean and renewable energy sources. But they should apply now, because these funds are limited.”

Grant applications for the programs are reviewed by the CFA and awarded based on the caliber of the project and totality of the application. Information about the programs and how to apply is available at www.NewPA.com. Click on “Funding and Programs” at the top of the page and search for the program of interest.

The following programs are funded by Act 13 of 2012, the Marcellus Shale impact fee legislation. Applications will be accepted from March 1 through June 30, with expected CFA board action in September.
Abandoned Mine Drainage Abatement and Treatment
Baseline Water Quality Data Program
Flood Mitigation Program
Greenways Trails and Recreation Program
Orphaned and Abandoned Well Plugging Program
Sewage Facilities Program
Watershed Restoration and Protection Program

Both grants and loans also are available through the following alternative energy programs. Applications for these programs are accepted on an ongoing basis for CFA consideration upon completion of a minimum 60-day application review by the Department of Community and Economic Development and the Department of Environmental Protection.
Alternative and Clean Energy (including compressed natural gas projects)
High Performance Buildings
Renewable Energy Program

Finally, the CFA Multimodal Transportation Fund program, funded through Act 89 of 2013, aims to encourage economic development and ensure a safe and reliable system of transportation in the Commonwealth. Applications for this program will be accepted from March 1 through July 31 for anticipated CFA board action in November. Updated guidelines for the program will be posted to the CFA website in early February. Information about the program is available here.

Additional environmental grants are available through the Department of Conservation and Natural Resources at www.grants.dcnr.state.pa.us and the Department of Environmental Protection at www.depweb.state.pa.us.
